PPSTN Radio

The Provincial Public Safety Telecommunications Network (PPSTN) is Saskatchewan’s shared emergency radio network, operated by the Saskatchewan Public Safety Agency (SPSA), SaskPower and the Royal Canadian Mounted Police (RCMP). It provides reliable, coordinated communication for emergency responders across the province.

Network Information PPSTN supports emergency response by allowing public safety organizations to communicate clearly with one another. The network includes nearly 11,000 radios and more than 290 repeater sites, providing wide‑area coverage for critical operations.

Participation is voluntary, but broad adoption strengthens interoperability and improves coordinated emergency response.
Who Can Use PPSTN

PPSTN is available to public safety and emergency response organizations across Saskatchewan, including:

  • Fire and rescue
  • Police and enforcement
  • EMS and health services
  • Conservation officers, corrections and highway patrol
  • Wildlife and provincial agencies
  • Municipal and First Nations emergency management
  • Volunteer search and rescue

Agencies must be authorized by their local jurisdiction to participate in the program.

Fees and Costs

All radio equipment purchased and issued through the PPSTN program is owned by the Saskatchewan Public Safety Agency (SPSA), including any devices assigned to user agencies.

User Fees
  • Provincial User Fee: $65 per radio, per month. This fee helps offset ongoing network operating costs.
  • Funding Gap: Additional network costs are covered through the Sask911 levy, applied to consumer telephone bills under The Saskatchewan Telecommunications Act.
Regulatory Licensing Fees

As required by Innovation, Science and Economic Development Canada (ISED):

  • $41 per radio, per year
  • $174 per base station per year

These licensing fees are billed by the SPSA.

Additional Costs
  • Shipping: The program covers shipping for an agency’s first radio order. Shipping for repairs or maintenance after the initial order is the responsibility of the agency.
  • Installation: Vehicle radios include written and video installation guides. Professional installation is recommended and may include additional costs.
Training
The SPSA provides training to help responders use the Provincial Public Safety Telecommunications Network (PPSTN). Training is free for authorized radio users and is available online, in person, or blended.

Training Modules Available

Each module takes about one to two hours to complete.

  • Full Radio Training – for new radio users
  • Essentials Radio Training – refresher for new or experienced users
  • Tactical Communications – for interagency communication
